Over the years, the USGA has made many refinements to the Handicap System. Among these refinements is the procedure for adjusting individual hole scores for handicap purposes. The Equitable Stroke Control system sets a maximum number of strokes that a player may post on any hole and is based on the player's Course Handicap.
Over the years the USGA has made modified its position on Equitable Stroke Control to arrive at the current procedure. After a year of testing this new system, it showed no significant changes to a player's handicap, as expected.
The biggest change in the current system is to allow a single digit handicap player to take a double bogey on any hole. The new procedure is as follows:
Course Handicap 9 or less
10 through 19
20 through 29
30 through 39
40 or more
